Mr EDE seconded the resolution, which was also carried almost unanimously,
Mr G. SHARP complained that the com- munity had not adequately supported the unofficial members of the Legislative Council, and said they were all to blame for the present state of affairs. He objected to their washing their dirty linen at Home; and be believed His Excellency would be found perfectly amenable to the force of public opinion here. He therefore proposed the following emendment :--
"That His Excellonoy the Governor is hereby requested to direct that - a Watch Committee be formed consist- ing of the three non-official members of the Legislative Council, with three Bankers, one American, one German and one Indian Merchant, of which three members, consisting of one mem- ber of Council one Merchant and one Banker, form a Sub-Committee. That the duties of the Watch Committee be the general supervision of police matters in Hongkong and its depen- dencies, for which purpose the Go. vernor be requested to clothe them with substantial powern.”
Mr HAYLLAR seconded the amendment. Mr NELSON having expressed the opinion that the proposed committee was impracti eable, the amendment, on being put to the vote, was lost by an overwhelming majority, and the original resolution carried.
Mr A. P.MCEWEN said mattersadministra- tive were not discussed in the open straight- forward way they once were. Instead of indioting paltry fines on the rascals who came here, he would take them to the whipping post and give them a taste of the lash. He proposed the following resolu-
tion :-
**That the Chairman of this meeting do forward these resolutions to The Hon- ourable the Colonial Secretary, request- ing that His Bzo llenoy the Governor will forward a copy of the same to The Right Honourable the Secretary of State for the Colonies, by the first opportunity.'
Mr BOTTOMLET seconded the resolution, which was also carried almost unanimously. The meeting then separated after giving cheers for the Queen and the Chairman,
